The course is linked to "Qwiklabs", a service that allows hands-on learning of cloud services, and GCP hands-on assignments are done using "Qwiklabs".
The fee for using "Qwiklabs" is included in the Coursera course, so there is no additional charge.
So you can learn even if you have never touched GCP or do not have a GCP account.
